UNDERSTANDING PUBLIC HEALTH WORKFORCE ACTIVATION AND CALL-OUT Public Health Workforce Activation and Call Out is a well-defined process by which activation event conditions can be analyzed, activation requirements assessed, an incident command structure established and personnel re-assigned in a deliberate and efficient manner. An effective process is scalable and adaptable to a range of event conditions. Public Health Workforce Activation and Call Out processes are integral components of department-wide preparedness plans and Emergency Operations protocols.

The Public Health Workforce Activation and Call Out Work Group segmented the planning approach into two sub group components:
  1. Event Analysis
  2. Process Mapping

EVENT ANALYSIS The Event Analysis sub group identified the drivers of invoking an Activation and Call Out process and how this determination would be made by key Public Health staff. It was noted that these drivers included, but were not limited to, the type of condition or event; the dictates of specific epidemiological protocols regarding the conditions; thresholds related to specific events such as the presence of secondary cases; and/or case volume and/or departmental capacity; whether the event represents an external threat or internal blossoming; whether the event is expected to be acute or long term.

This sub group developed an Event Analysis Flow Chart as well as a Managers Assessment Tool to determine the need to move ahead with a Public Health Workforce Activation and Call Out. top


PROCESS MAPPING The Process Mapping sub group addressed identifying the detailed steps and key players in an Activation and Call-out process that included the movement from routine business day, through Activation into deactivation. This subgroup identified the essential divisional involvement in an Incident Command Structure as well as the process of Activation and Call Out in the Response Team Call Out Flow Chart. This sub group was closely linked to the Workforce Communication Work Group in order to document a detailed approach for the communication component of the flow charts. top
