In order to illustrate the activities that must take place once an event occurs, the Event Analysis Flow Chart was established to identify the direction process.

In response to the question, “When does Public Health response shift from divisional day-to-day operations to a department-wide emergency response,” the sub group developed a Managers Assessment Tool based on two sets of criteria:
  1. Event Characteristics
  2. Response Needs
This tool will provide key Public Health staff with a structured guide on the determination of moving ahead with the Incident Command Structure and Surge Response Team Call Out.

After the Event Analysis Flow Chart and the Managers Assessment Tool have been put into action, the Incident Command Structure (ICS) identifies the key response functions necessary in the event of a Public Health emergency. The following chart illustrates the overall divisional involvement in a surge response and ultimately guides the Surge Response Team Call Out.
